 NOTE: This supplement also contains rule changes published in May 1999, December 1998 and December 1997

The following changes to the racing rules take effect on 1 January 2000. They were approved by the ISAF Council in November 1999.

 Rule 16

 Renumber rule 16 to 16.1 and insert new rule 16.2:

 16.2        In addition, when after the starting signal a port-tack boat is keeping clear of a starboard-tack boat, the starboard-tack boat shall not change course if as a result the port-tack boat would immediately need to change course to keep clear.

 Rule 18.2(b)

 Replace rule 18.2(b) with:

 (b)           If a boat is clear ahead when she reaches the two-length zone, the boat then clear astern shall thereafter keep clear. Rules 10, 11 and 18.2(a) do not apply, and after the starting signal rule 16 applies only if the right-of-way boat changes course away from the mark or obstruction. If the right-of-way boat passes head to wind, rule 13 applies and this rule no longer does.

 Rule 87.2

Replace rule 87.2 with:

 87.2        Notice of Race; Appointment of Race Officials

 The organizing authority shall publish a notice of race that conforms to rule M1, appoint a race committee and, when appropriate, appoint a jury. However, the race committee, an international jury and umpires may be appointed by the ISAF as provided by the ISAF regulations.

Rule 89(c)

Replace rule 89(c) with:

(c)           an international jury meeting the requirements of Appendix Q. A national authority may prescribe that its approval is required for the appointment of international juries for events within its jurisdiction, except ISAF events or when international juries are appointed by the ISAF under rule 87.2.

Rule C2.2

Replace rule C2.2 with:

C2.2       Rules 16.2 and 17.2 are deleted.

Rule D1.1(a)

Delete rule D1.1(a).

Rule Q1.1

Replace rule Q1.1 with:

Q1.1       An international jury shall be composed of experienced sailors with excellent knowledge of the racing rules and extensive protest committee experience. It shall be independent of and have no members from the race committee, and be appointed by the organizing authority, subject to approval by the national authority if required (see rule 89(c)), or by the ISAF under rule 87.2.

1999 CHANGES to APPENDIX C
 of  THE RACING RULES OF SAILING for 1997–2000

The following additions to Appendix C of the racing rules were approved under Regulation 11.2.3 by the Executive Committee on 29 April 1999 to take effect on 1 June 1999.

C2.8       Rule 17.1 is changed to: ‘A boat clear astern that becomes overlapped to leeward and within two of her hull lengths of a windward boat that is not subject to rule 13 shall not sail above her proper course while the boats remain overlapped and less than that distance apart, unless as a result she falls astern of the windward boat.’

C2.9       Rule 18.2(a) is changed to: ‘Except when rule 18.2(b) applies, when boats are overlapped, if the outside boat has right of way she shall give the inside boat room to pass the mark or obstruction, or if the inside boat has right of way the outside boat shall keep clear. If they are overlapped when one of them reaches the two-length zone, the outside boat’s obligation continues even if the overlap is broken later. This rule does not apply if the outside boat is unable to give room when the overlap begins.’

C2.10     Rule 18.2(b) is changed to: ‘If a boat is clear ahead when she reaches the two-length zone, the boat then clear astern shall thereafter keep clear. Rules 10, 11 and 18.2(a) do not apply, and rule 16 applies only if the right-of-way boat changes course away from the mark or obstruction. If the right-of-way boat passes head to wind, rule 13 applies and this rule no longer does.’

C2.11     Rule 18.3 is changed to: ‘If two boats were on opposite tacks and one of them completes a tack within the two-length zone to pass a mark or obstruction, and if thereafter the other boat cannot by luffing avoid becoming overlapped inside her, the boat that tacked shall keep clear and rules 15 and 18.2 do not apply.’

1999 SUPPLEMENT to the
RACING RULES OF SAILING for 1997-2000

The following changes to the racing rules were approved by the Council at the November 1998 ISAF meetings to take effect on 1 January 1999.

Rule 18.1

Replace rule 18.1 with:

18.1        When This Rule Applies

Rule 18 applies when boats are about to pass a mark they are required to leave on the same side, or an obstruction on the same side, until they have passed it. However, it does not apply

(a)           at a starting mark or its anchor line surrounded by navigable water from the time the boats are approaching them to start until they have passed them, or

(b)           between boats on opposite tacks when they are on a beat to windward or when the proper course for one of them to pass the mark or obstruction is to tack.

Rule 87.1(e)

Replace rule 87.1(e) with:

(e)           an unaffiliated body in conjunction with an affiliated club, except

that in a major event designated by the ISAF, the unaffiliated body shall be owned and controlled by an affiliated club which shall have the approval of the relevant national authority.

Rule 88.3

Replace rule 88.3 with:

88.3            Scoring

The race committee shall score a race or series by the scoring system specified in the sailing instructions.

Appendix D – TEAM RACING RULES

Rule D4.3

Replace rule D4.3 with:

D4.3    When necessary, ties in a completed series shall be broken using, in order of precedence,

(a)        the number of races or matches won when the tied teams met;

(b)             the points scored when the tied teams met;

(c)             if two teams remain tied, the last race between them;

(d)            total points scored in all races against common opponents;

(e)            a game of chance.

If a multiple tie is partially resolved by one of these, then the remaining tie shall be broken by starting again at rule D4.3(a).

Rule D4.4

Insert new rule D4.4:

D4.4    If a series is not completed, teams shall be ranked according to the results from completed rounds, and ties shall be broken initially using the results from races or matches between the tied teams in the incomplete round. If no round has been completed, teams shall be ranked in order of their race (or match) win-loss ratios. Thereafter, rule D4.3(a) to (e) shall be used to break ties.

Appendix G ADVERTISING

Replace rule G5.3 with:

G5.3            Approval Fees

The organizing authority of an event with cash or cashable prizes, appearance payments, individual sponsorship payments by the event organizers or otherwise, or other benefits of a similar nature, totalling more than US $20,000 or the equivalent may be required to pay an approval fee. For a national event the national authority of the venue may require such a fee. For an international event the ISAF will require such a fee.

Appendix H – IDENTIFICATION ON SAILS

Replace rule H1.1(b) with:

(b)         at all international events, except when the boats are provided to all competitors, national letters denoting her national authority from the table below. For the purposes of this rule, international events are ISAF events, world and continental championships, and events described as international events in their notices of race and sailing instructions; and

In rule H1.1, in the paragraph just above the table of national letters, replace ‘1997’ with ‘1999’.

Appendix K – COMPETITORS’ ISAF ELIGIBILITY

Rule K2.1

Delete ‘and’ from end of (d). Change full stop to semicolon at end of (e).

Add:

(f)           any event approved by a national authority or the ISAF as an Olympic qualifying event; and

 (g)       all other international events involving an ISAF international judge, umpire, race officer or measurer. For the purposes of this rule, international events are ISAF events, world and continental championships, and events described as international events in their notices of race and sailing instructions.

Rule K3.2

Replace rule K3.2 with:

K3.2       A prohibited event is an event

(a)           permitting or requiring advertising beyond that permitted for Category B under Appendix G that is not approved as required by that appendix;

(b)           with prizes or other benefits referred to in rule G5.3 that is not a national event approved by the national authority of the venue or an international event not approved by the ISAF; or        

(c)           that is described as a world championship, either in the title of the event or otherwise, and that is not approved by the ISAF.

Appendix L – BANNED SUBSTANCES AND BANNED METHODS

Replace rule L3.1 with:

L3.1     At an authorized event, the protest committee chairman shall select the finishing places of competitors to be tested on a specific day. If on that day a race is postponed to a following day or abandoned, or if a competitor does not start in a race that is taking place, the protest committee chairman may select the competitors to be tested on that day. This may be by means of a draw or similar means decided by the protest committee. When there is more than one competitor in each boat, any or all of them may be selected. The race committee shall give to the sampling officer the names of the competitors who finished in the selected finishing places, and any who were selected by the protest committee chairman. A competitor may be tested more than once during an event.

Appendix M – NOTICE OF RACE AND SAILING INSTRUCTIONS

Replace rule M1.2(13) with:

(13)         prizes, including prizes or other benefits over US $20,000 referred to in rule G5.3.

Replace rule M2.2(33) with:

(33)         prizes, including prizes or other benefits over US $20,000 referred to in rule G5.3.

Appendix N – SAILING INSTRUCTIONS GUIDE

Replace the marginal note next to SI 23 with:

Change as required. When perpetual trophies are to be awarded, refer to them by their complete names. State, when appropriate, that prizes or other benefits referred to in rule G5.3 will be awarded.

1998 SUPPLEMENT TO 
THE RACING RULES OF SAILING for 1997-2000

The following changes to the racing rules took effect on 1 January 1998 or before:

Rule 14(b)

Replace rule 14(b) with:

(b)       shall not be penalized under this rule unless there is contact that causes damage.

Rule 17.1

Replace rule 17.1 with:

A boat clear astern that becomes overlapped to leeward and within two of her hull lengths of a windward boat shall not sail above her proper course while the boats remain overlapped and less than that distance apart, unless as a result she falls astern of the windward boat.

Rule 49.1

Replace rule 49.1 with:

Competitors shall use no device designed to position their bodies outboard, other than hiking straps and stiffeners worn under the thighs.

Keep Clear

Replace the definition Keep Clear with:

One boat keeps clear of another if the other can sail her course with no need to take avoiding action and, when the boats are overlapped on the same tack, if the leeward boat can change course in both directions without immediately making contact with the windward boat.

Obstruction

Replace the definition Obstruction with:

An object that a boat could not pass without changing course substantially, if she were sailing directly towards it and one of her hull lengths from it. An object that can be safely passed on only one side and an area so designated by the sailing instructions are also obstructions. However, a boat racing is not an obstruction to other boats unless they are required to keep clear of her, give her room or, if rule 21 applies, avoid her.

Rule B4.2

Replace rule B4.2 with:

Rule 43.1(a) is modified to permit a competitor to wear a container for holding beverages. The container shall have a capacity of at least one litre and weigh no more than 1.5 kilograms when full.

 

Rule E4.5

Replace rule E4.5 with:

Rules 25, 26, 30 and 33 do not apply.

Rule Q1.3

Replace rule Q1.3 with:

No more than two members (three, in Group M, South and West South America; Group N, Central and East South America; or Group Q, Africa — South of the Sahara) shall be from the same national authority.

Rule Q1.5

Replace rule Q1.5 with:

When the jury has fewer than five members, because of illness or emergency, and no qualified replacements are available, it remains properly constituted if it consists of at least three members. In this case, members shall be from different national authorities except in Group M (South and West South America), Group N (Central and East South America) and Group Q (Africa — South of the Sahara), where two members may be from the same national authority.

The following changes to the racing rules were made by the ISAF Executive Committee and took effect on 10 September 1999.

Appendix L

Replace rules L3.1 and L3.2 with:

L3.1        At an authorized event where doping control is undertaken, the protest committee chairman shall select the competitors to be tested on a specific day. Selection may be by means of a draw and specific competitors may be selected, as decided by the protest committee chairman. If on that day a race is postponed to a following day or abandoned, or if a competitor does not start in a race that is taking place, the protest committee chairman may still require the testing of the specific competitor(s) already selected and may select any other competitors to be tested on that day. When there is more than one competitor in each boat, any or all of them may be selected. The race committee shall give to the sampling officer the names of the competitors selected for testing. A competitor may be tested more than once during an event.

L3.2        Testing (doping control) may be undertaken at any time either in competition (during an event) or out-of-competition (between events). No prior consent by the competitor is required.
