  We have been informed that the two Part 2 rules revisions stated below, effective 1/1/2000, will not be 100% official until they are tweaked, proofed, and published by ISAF. So these are proposals right now.

16.2 In addition, when after the starting signal a port-tack boat is keeping clear of a starboard-tack boat, the starboard-tack boat shall not change course if as a result the port-tack boat would immediately need to change course to keep clear.

18.2 Giving Room; Keeping Clear
(b) If a boat is clear ahead when she reaches the two-length zone, the boat then clear astern shall thereafter keep clear. Rules 10, 11 and 18.2(a) do not apply, and rule 16 applies only if the right-of-way boat changes course away from the mark or obstruction. If the right-of-way boat passes head to wind, rule 13 applies and this rule no longer does.

1.2 Competitiors

All competitors must be full time students, in the 9th grade or higher, of the school they represent, and subject to the academic and disciplinary requirements of that school.

The NOR for the Cressy may leave the impression that 8th graders are eligible to participate. That is not true. Entries must be 9th grade or above. 8th and others may participate in district regattas at the discretion of the district, especially JV events, but others as well. At the Nationals, however, only 9th and up may compete.

Two important notices relating to the fall National Championship (also on Cressy page):
1. Due to extensive storm damage at Texas Corinthian YC, the venue for the 1999 Cressy Oct 3- Nov 1, 1998, will be shifted, probably to Houston YC. Final word will follow Houston YC's Board Meeting next week. While no objection is anticipated, it's not official until HYC has formally agreed. Our organizer is Past Commodore of HYC Tony Smythe. The Cressy NOR awaits these developments. - Larry White
2. Notice: A fundamental premise in school sailing is that events be run in boats that are provided, usually by the organizer. This makes events low cost and sailor v. sailor. In clarification of the entry conditions for singlehanded regattas including championships, the above premise applies. This will always be true at the national level. Districts may choose to run events with sailors bringing their own boats. This is not recommended since it removes the ability to equalize boats and to rotate them should they not be deemed to be equal. If it becomes necessary to run an event in boats supplied by the competitors, ISSA Procedural Rule 4.1 should be read with the understanding that a maximum of two entries per school be permitted at the qualifying series. If additional boats and sailors accompany a two-boat
school team, these sailors are encouraged to sail in a non-qualifying series. In a singlehanded series, substitutions are not allowed. One sailor must complete the entire series.
